Cyber Security Incidents In The Philippines
The Philippines has experienced many cyber security incidents such as:
1) Data breach at the Philippine Health Insurance Corporation (PhilHealth). That compromised the personal data of more than 10 million members and dependents.
2) Data breach at the National Database and Registration Authority (NADRA). It compromised the sensitive personal data of more than 4 million Filipino voters.
This includes more than 1 million overseas Filipino voters. And nearly 2 million voters are based in Saudi Arabia.
3) Data breach at NAVTEX Corporation that compromised sensitive personal data. It is of more than 1 million Filipino citizens including the following:
- passport information,
- fingerprints,
- scans,
- photographs,
- passport tracking information,
- immigration data,
- visa records,
- fingerprints among others.
The said data are important for the issuance of passports. Also, travel documents and travel tracking among others.
4) Data breach at Pag-IBIG Fund has compromised sensitive personal data of more than 3 million members. It includes the following:
- names,
- addresses,
- contact numbers,
- professions among others.
This incident will affect about P71 billion worth of loans given by Pag-IBIG Fund. This has been to its members since 1984 when it was established.
It was one of the most successful financial institutions in the country because it helps low-income groups who have no access to loans from banks.
Or other financial institutions due to lack or poor credit history or having existing loans for other purposes. The data are important for Pag-IBIG Fund to identify its beneficiaries.
So they can issue loans after verifying their identities through their personal information. Which are now breached by hackers if they have access to it.
The hackers also have access to their credit scores. So they have a good idea about their financial capacity before issuing loans to them.
Then, they can get maximum profit from them after getting their money back through debtors’ payments. Most people will get genuine loans from them.
It is because they know that they will pay back their loan with interest payments. This will also protect Pag-IBIG Fund from scammers and people who want to get free money.
The government has established a special task force to investigate the incident. They will determine whether the said data breach is the result of an inside job or not.
If they find any employee involved, they will be prosecuted under the law. And the said person will be imprisoned for at least two years and one day to six years without parole.
It will be determined by the court.
